You can schedule the start time of your auction as you wish in the Submit Auction page. For this - 

Login and go to 'Sell'.

Adjust the 'Start Time' by clicking on the calender.

By default, 'Start Time' would be the current time in EST.

You can access it from My Account > Scheduled as well as My Account > Active Selling.

 

My Account > Scheduled will display scheduled auctions alone.

My Account > Active Selling will display both scheduled as well as ongoing auctions.
